로 구분하여 트래픽 민감 설비인 교환기 등과 구분하여 원가회수 대상을 달리하는 경우 가 있으며 이 때 기술방식이 다른 이동통신망에는 동일한 개념을 적용하는데 논란이 있 으므로 이동통신망의 특수성을 고려하여 관련 용어를 커버리지성 비용으로 명명하고 비 용대상을 구분함으로써 관련 논란이 발생할 시 활용할 수 있도록 하였다. 본 표준안은 유선망과 이동망의 전송방식의 차이에 따른 회피불가능 비용 정의 관련 논란이 발생했을 경우 고려할 수 있는 대안을 포함하고 있다. |

| 영문내용요약 | This standard defines the coverage cost concept for the reciprocal compensation
for charging the termination charges among mobile and fixed network operators. The coverage cost can be determined as considering followings. Ÿ Coverage cost is the basic investment in equipment that mobile operators must have in place to provide services to its own customers in their service areas regardless of the amount of usage generated by its customers Ÿ Coverage cost is not an additional incremental cost to terminate traffic from other telecom operators Ÿ Coverage means the basic wireless infrastructure needed to reach the service areas and is the counterpart to wireline subscriber access |
