In particular, the Accessibility Conformance Testing (ACT) rules format defines the requirements for individual evaluation rules, referred to as ACT rules. ACT rules explain, in plain language, how to evaluate specific aspects of particular accessibility requirements, specifying to which content they apply and what conditions must be met. ACT rules are used to evaluate failure cases that fall short of WCAG success criteria, defining the evaluation process in more detail than general failures. Each rule, expressed in plain language, includes the types of content to be evaluated, the evaluation to be performed, and the expected results. Where evaluation outcomes affect conformance, the specific requirements under review are explicitly documented. Test cases are provided to verify whether the implementation of a rule produces the expected results.
