| 한글내용요약 | 경찰청에서는 개별적인 시스템 단위로 자체적으로 보유하고 있는 한정된 데이터에 의존하여 특정 치안 업무 수행을 목적으로 하는 서비스를 제공함에 따라, 다양한 치안 유관 정보를 활용한 통합 분석이 미흡하여 효율적인 범죄예방 및 수사대응 지원이 원활히 이루어지지 못하고 있는 상황이다.
이 표준에서는 철저한 보안이 유지되어야 하는 개인·민감정보를 포함하는 특성을 가진 정형·비정형 형태의 경찰청 운영관리 관련된 내부 데이터와 범죄발생 환경적 요인과 관련된 공공·민간 외부 데이터를 연계 입력 인터페이스를 통하여 수집하고, 데이터변환 및 텍스트마이닝의 데이터 전처리와 표준스키마 매핑 및 개인정보 비식별화 과정을 수행하여 산출된 치안정보를 저장하는 데이터뱅크를 구축한다. 그리고 데이터뱅크 내 공개 가능한 데이터를 경찰청 내부기관, 중앙부처 및 자치단체나 공공기관에서도 공유할 수 있도록 하는 연계 출력 인터페이스를 기술한다. 즉, 본 표준에서는 치안정보 연계 입력 인터페이스와 치안정보 연계 출력 인터페이스의 2가지 유형으로 구성되는 분류체계를 제안하며, 치안정보 연계 인터페이스 표현법에 따른 인터페이스별 세부 기능을 정의한다. 이에 따라, 이 표준은 치안 분야에 최신 정보통신 기술을 접목하여 보다 신속하고 정확한 범죄예방 및 수사대응 지원 정보를 제공하는데 있어서 선제적으로 요구되는 빅데이터 기반의 치안정보 데이터뱅크를 구축하는데 활용될 수 있을 것이다. 또한 재난안전, 교통, 소방, 헬스케어와 같은 다양한 응용 분야별 특화된 데이터뱅크를 구축하는데 가이드라인 역할을 할 수 있을 것이다. |

| 영문내용요약 | The police-related organizations have operated an individual information system by exclusive and closed way. Therefore, such usage of self-defined proprietary and restricted data may cause serious problems in the rapid and precise crime prevention and investigation service provision.
We propose an association interface specification for constructing and utilizing the integrated databank of public-safety information. This standard will be able to serve as a systematic and unified interface required for efficient big-data asset management and improved data values. The association interface of public-safety information databank consists of the following two categories. The association input interface performs to collect data and manage the integrated databank of diverse structured and unstructured public-safety information. Additionally, it is accomplished through data collection and data pre-processing, and data refinement process. And then, the association output interface performs an acquisition method for open public-safety information provision. In this way, the standard will be referenced by the organizations and employees of the national police agency. Besides, this standard will be expected to perform a guideline role for construction of domain-specific integrated databank in various application area such as disaster-safety, transportation, firefighting, healthcare, and etc. |
