ITU-T SG13(Future Networks including mobile and NGN)에서는 지난 1월 SG13 연구 과제들이 현재 NGN의 범위를 벗어나 미래 네트워크를 향하고 있으며, 또한 NGN과 같은 IP 기반의 하부 전달망을 기반으로 중요한 특징들을 첨부하고 있는데 이는 ‘Smart’라는 특성과 ‘유비쿼터스’라고 하는 특징을 담고 있어 이러한 것들을 반영한 새로운 비전인 SUN(Smart Ubiquitous Networks)을 제시한 바 있다. 이어 지난 5월, SG13 정기회의에서 1월 합의한 새로운 비전인 SUN의 정의에 대해 KT가 “IP기반의 패킷 네트워크”, “delivery”, “programmable”, “user device” 등의 특징과 네트워크의 진화 측면에서 next NGN이면서, 실현 가능하고 현재의 서비스 네트워크 특성들을 수용할 수 있는 네트워크를 SUN으로 보고, SUN을 콘텐츠 기반의 네트워크가 되어야 함을 기고하여 다음과 같이 SUN이 정의되었다.

“Smart ubiquitous networks are IP-based packet networks that can provide transport and delivery a wide range of existing and emerging services to people and things. The services provided by the networks can cover aspects such as control, processing and storage. The networks are smart in the sense that they are knowledgeable, context-aware, adaptable, autonomous, programmable and can effect services effectively and securely. The networks are ubiquitous in the sense that they allow access anytime anywhere through varied access technologies, access devices including end user devices, and human-machine interfaces.”

이러한 정의에 따라 SUN의 구체적 실현을 위해, KT는 SUN에 대한 high level requirement로 1) Content awareness being knowledgeable 2) Context awareness (dynamically adaptable to context) 3) Programmable (or Collaborative) 4) Fair treatment of resources 등의 4가지 feature를 제시하였고, ETRI는 Autonomic Management 특징을 추가하였다. 이러한 feature가 SG13에서 시급히 해결해야 할 이슈임에 동의를 받아 Future Network에 대한 표준화를 진행하고 있는 Q.21에서 해당 이슈에 대해 공동작업을 수행할 것을 제안하여 지난 7월과 9월 각각 한국과 일본에서 interim meeting을 개최하여 한국 KT와 ETRI의 적극적인 기고를 통해 아래와 같이 SUN의 개념 및 feature 문서가 구체화되었다.
