¿µ¹® ³»¿ë¿ä¾à The technical report introduces major elements that affect the acquisition of available spectrum resource, CRS technology and operating characteristics, and general considerations for the use of a dynamic spectrum access scheme to which the CRS is applied. It also explains general considerations for the Geo-location based database and spectrum sensing scheme that are the major network components required for the realization of the use of the dynamic spectrum access scheme. Then, it examines protection of incumbent users and protection in regions bordering with neighboring countries in terms of spectrum management, measurement of spectrum occupation degree, and potential challenges and issues that could arise when implementing services based on the dynamic spectrum access. Lastly, the annex of this technical report suggests the processing stages of the CRS model based on Geo-location database, types, and pros and cons of diverse spectrum sensing technologies as well as ITU-R recommendations and reports that propose the standards of interference avoidance criteria for existing radio services. It then introduces case studies about CRS that have been conducted till date in Europe, Russia, China, Botswana, Philippines,
