새로운 시장은 공급자의 개방형 체제의 경쟁, 디지털 트래픽의 폭발, 인터넷의 사용 증가, 새로운 멀티미디어 서비스의 요구 증가, 이동성 요구의 증가, 네트워크와 서비스의 통합성과 같은 요인들에 의해 차별화되고 있으며, 이러한 요구를 위해 차세대 네트워크는 구체적인 GI(Global Information Infrastructure)구현을 계획하고 있다. 차세대 네트워크의 목표는 전송, 서비스와 어플리케이션의 기능을 분리하는 개념뿐만 아니라 모든 요소가 상호 운용되고, 차세대 네트워크를 통하여 통합된 응용 서비스를 제공할 수있는 네트워크 성능을 제공 하는 것이다.
본 표준은 차세대 네트워크로 발전하는 방향을 제시하는 기본 문서로써 차세대 네트워크의 목적 및 기본 특징을 설명하고, 차세대 네트워크의 서비스 환경을 제시하며, 차세대 네트워크에서 필요한 요구사항 들에 대해서 기술한다.

영문 내용요약

Considering new market realities characterised by factors such as: open
competition among operators due to deregulation of markets, explosion of digital
traffic, e.g. due to the increasing use of “the Internet”, increasing demand for new
multimedia services, increasing demand for a general mobility, convergence of
networks and services, etc., the NGN (Next Generation Network) is conceived as a
concrete implementation of the GII (Global Information Infrastructure). The target
of NGN is to ensure that all elements required for interoperability and network
capabilities support applications globally across the NGN while maintaining the
concept of separation between transport, services and applications.
This Recommendation is intended to be used as background information to assist
for the realisation of Next Generation Networks, this recomendation presents
Objectives and Fundamental characteristics of NGN. Lastly, Requirements of NGN
are described.
