It is impossible to give a clear standard to separate voice only cost from the network cost because most of the network cost is common or joint cost. But this separation is directly related to the voice termination charge so that there is an acute dispute among the interest parties. Therefore this standard gives principals which are transparency, objectiveness, and causation to set proxies. Based on these principals, several proxies such as the traffic, line, link, QoS, and sales volume can be used for the separation.
