This standard defines the technical specifications for mobile emergency rescue service and emergency alert service. 2. The summary of contents This document describes the technical specifications for mobile emergency (E-119) service and public alert service over wireless network. This specification defines the service flow and exchange message format between public safety agencies, related government agencies, and wireless carriers. This specification will be referred to interface protocol between the above agencies or the vendors where the related service systems and the solutions will be developed.Wireless network contains cellular, PCS(Personal Communication Service), Satellite, and Commercial Mobile Radio Service. It does not contain Private Radio System and Cordless telephone. 3.
