In the broadband convergence network, the service providing of the quality level which much more is high with service provided on the preexistence high-speed internet is possible. Therefore, 2 quality of services are determined for the quality level of the voice service, provided in the existing telephone network (PSTN) and etc. and it prescribes for the codec kind which it is applicable with the quality standard about each class.
