| 한글내용요약 | 한국형 웹 콘텐츠 접근성 지침 2.1(Korean Web Content Accessibility Guidelines 2.1)은 웹 콘텐츠의 접근성을 향상시키기 위한 기술적 규격을 포함하고 있다.
본 표준은 그동안 우리나라에서 웹 접근성 국가 표준으로 사용되어온 ‘한국형 웹 콘텐츠 접근성 지침 2.0’(KCS.OT-10.0003/R1, 2010.12.31)의 일부 내용을 보완하고 국내외 웹 관련 표준 및 기술 동향을 최대한 반영하여 개정하였다. 이 과정에서 스마트폰, 태블릿 기기 등 최신 모바일 기기의 사용자 인터페이스로 광범위하게 사용되고 있는 터치스크린 관련 기술을 개정 표준에 반영하였다. 개정작업을 위하여 학계, 연구계, 장애인 단체, 웹 관련 기업 등의 웹 전문가들로 웹 접근성 국가표준 2.0 개정 위원회를 구성하였다. 개정 작업의 주요 내용은 터치스크린 사용자 인터페이스 관련 기술을 기존의 웹 접근성 국가 표준에 반영하는 것이었으며, 이 과정에서 기존의 웹 접근성 국가 표준을 구성하는 일부 검사 항목을 우리나라 실정에 맞도록 보완하였다. 기존의 웹 접근성 국가 표준은 2008년 12월에 제정된 웹 접근성 관련 국제 표준인 월드 와이드 웹 컨소시엄(W3C, World Wide Web Consortium)의 ‘웹 콘텐츠 접근성 가이드라인 2.0’(WCAG 2.0, Web Content Accessibility Guidelines 2.0)을 토대로 만들어진 ‘한국형 웹 콘텐츠 접근성 지침 2.0’(KCS.OT-10.0003/R1, 2010.12.31)이다. 이번 개정 작업에는 모바일 웹 국제 표준인 월드 와이드 웹 컨소시엄의 ‘모바일 웹 모범 사례 1.0(Mobile Web Best Practices 1.0)’과 영국 BBC에서 제작한 ‘모바일 접근성 표준 및 지침 초안(Draft BBC Mobile Accessibility Standards and Guidelines)’을 참고하였다. 본 표준에 포함된 지침들은 시각 장애, 저시력 장애, 청각 장애, 지체 장애, 학습 장애, 지적 장애, 뇌병변 장애, 광과민성 증후 등과 같은 개별적인 장애를 가진 사용자들이 쉽게 접근할 수 있는 웹 콘텐츠를 구축하는 데 필요한 방법을 소개하고 있다. 그러나 중복 장애를 가지고 있는 사용자의 경우에는 본 표준에서 제시하는 방법만을 이용하여 구현한 웹 콘텐츠에 접근하기 어려운 경우도 발생할 수 있다. 본 표준에서는 웹 접근성의 준수 여부를 평가할 수 있는 요구 조건과 지침들을 준수하면 얻을 수 있는 기대 효과를 소개하고 있다. 그러나 가능한 한 지침들을 준수하기 위해서 특정한 기술이 사용되어야 함을 전제하지 않도록 하였다. 그 이유는 본 표준에 포함되는 지침들을 제정하는 시점에서 일반적으로 사용되는 기술만으로 한계를 정하기보다는 앞으로 개발될 기술을 최대한 수용할 수 있도록 하였기 때문이다. 이로 인하여 향후 개발될 여러 가지 기술을 적용하기 위해 본 표준이 전면적으로 수정되어야 하는 일을 피할 수 있을 것이다. 표준의 체제는 원칙(Principle), 지침(Guideline), 검사 항목(Requirement)의 3단계로 구성되었다. 개정된 웹 접근성 표준에서는 웹 접근성 제고를 위한 4가지 원칙과 각 원칙을 준수하기 위한 13개 지침 및 해당 지침의 준수 여부를 확인하기 위해 24개의 검사 항목을 제시하였다. |

| 영문내용요약 | Korean Web Content Accessibility Guidelines 2.1 contains technical specification to make a website so that people with disabilities can use internet appropriately.
This standard is a revision of the previous National Web Accessibility Standard, 'Korean Web Content Accessibility Guidelines 2.0'(KCS.OT-10.0003/R1, 2010.12.31) reflecting domestic and international Web-related standards and technology trends as much as possible. Particularly, In the revision process, touch screen technologies, that are widely used as user interfaces of the latest mobile devices such as smart phones and tablet devices are applied to the standard. In order to carry out the revision process, a standard revision committee was established with web accessibility experts of academic and research fields, organizations of people with disabilities, and Web-related industries. The major works of the committee are to reflect user interfaces of the touch screen relative technologies. In this process, some of requirements of the previous web accessibility standard have been modified reflecting the national technology circumstances. The previous standard, Korean Web Content Accessibility Guidelines 2.0(KCS.OT -10.0003/R1, 2010.12.31) was enacted based on WCAG2.0(Web Content Accessibility Guidelines 2.0) of World Wide Web Consortium. In the revision, Mobile Web Best Practices 1.0 of World Wide Web Consortium and Draft BBC Mobile Accessibility Standards and Guidelines of the BBC were referenced. The guidelines shown in this standard introduce how to build web content accessible easily by people who are blind, hearing impairments, or who have physical, learning or intellectual disabilities, low vision, brain lesions disorder or photosensitive seizures. However, people with multiple disabilities may not access the web content that is implemented according to this standard. This standard also introduces requirements in compliance with accessibility as a measure and expected effect brought by following the standard. However, guidelines in this standard don't premise specific technologies as possible. The reason for this is to accomodate new technology without limiting to current technologies. Therefore, total revision of the standard by emerging new technologies of the future is avoidable. Structure of the standard composes of three steps; principles, guidelines and requirements. The revised standard describes 4 principles to improve web accessibility, 13 guidelines to fulfill the principles and 24 test criteria to determine whether the guidelines were complied. |
