| 한글내용요약 | 치안정보는 개별적인 조직 위주로 독점적이며 폐쇄적으로 운영되어 왔으며, 동일한 내용을 의미하는 경우에도 비규격화된 표현 형식으로 인하여 시스템 간 상호연계가 원활하지 못하였다.
이 표준에서는 경찰청 운영관리와 관련된 내부 데이터 및 범죄발생의 환경적 요인과 관련된 공공·민간 외부 데이터를 수집하고 통합관리하기 위하여 여러 시스템들에서 사용되는 치안정보를 저장하는 치안정보 데이터뱅크 구축 시, 다양한 치안 정보화시스템들 간에 공통적으로 사용되는 주요 범죄사건 정보를 선별하여 표준 메타데이터 요소로 정의한다. 이를 통해 데이터 교환을 위한 시스템 개선 비용을 절감할 수 있으며 상호운용이 용이하게 될 것이다. 즉, 본 표준에서는 범죄사건 처리 과정에서 공통적으로 사용되는 식별자에 관한 공통코드체계, 범죄수사 프로세스인 사건신고접수, 사건수사분석과 사건입건송치 단계에서 여러 시스템들 간에 공통적으로 사용되는 주요 사건정보 및 범죄발생에 영향을 끼치는 환경정보를 포함하는 5가지 유형으로 구성되는 분류체계를 제안한다. 그리고 메타데이터 요소 표기 형식에 따른 메타데이터 요소별 세부 내용을 기술한다. 이에 따라, 이 표준은 다양한 치안 연관 융합형 데이터를 통합관리하는 데 활용되어 치안 업무를 전담하는 경찰청 내 일선수사관, 범죄분석가, 수사지원조직에게 보다 신속하고 정확한 범죄예방이나 수사대응 지원에 유용한 정보를 제공하게 될 것이다. 또한 재난안전, 교통, 소방, 헬스케어와 같은 응용 분야별 데이터를 통합 관리하는 데 가이드라인 역할을 할 수 있을 것이다. |

| 영문내용요약 | The public-safety information with police-related organizations is owned and managed by proprietary and closed method. Moreover, it has operated by redundant and duplicated way among many police agency systems. Therefore, a systematic management and an efficient sharing approach of integrated databank is an essential issue to be solved in the crime risk prediction and investigation response service area.
We propose the classification scheme and metadata element on the basis of a crime investigation and analysis process, for example awareness and notification, investigation, booking and dispatch. It consists of the following five categories such as common code, case occurrence and notification, case investigation and analysis, case booking and dispatch, and an environmental causes of crime triggering. Additionally, an essential contents about metadata elements are described in detail. In this way, the standard will be referenced by detective and profiler of the national police agency. Besides, this standard will be expected to perform a guideline role for integrated management of domain-specific big-data in various application area such as disaster-safety, transportation, firefighting, healthcare, and etc. |
