| 영문내용요약 | To implement and manage the vessel traffic services (VTS) requires a considerable amount of investment. Thus, a thorough detailed need analysis is required in beforehand, establishing the VTS systems. This standard describes a framework of VTS need analysis which composes of 4 phases. Specifically, preliminary assessment, feasibility and design, formal risk assessment, and cost/benefit analysis phases have been illustrated. Also, several remarks on establishment and evaluation phases have been appended. | ||
