¿µ¹®³»¿ë¿ä¾à In the general sense of telecommunication industries, even if a network operator has both fixed and mobile network, he/she manages either of network separately, based on different principles and considerations, needlessly to say the case of separate networks owned by separate operators. These general practices cause unintended problems; Especially when heavy traffic generated from the server at the fixed network directly passed to mobile network, it leads to the unintended overload in mobile network due to lack of consideration of the mobile environment. Especially limited frequency and the existence of air interface are characteristics of mobile network where a lot of users need to distribute extremely limited resource. So It needs to be approached more carefully about the effective distribution issue of resource. The purpose of standard is that the establishment of the proper traffic transit rules or standards between mobile and fixed network, in order for preserving efficient and seamless network usage environment as well as meeting individual service quality level of satisfaction.
