No.7 신호방식으로 신호중계점(STP/SPR)를 이용할 때 국제 정산에는 다음의 3가지 옵션이 있다.첫째,신호 트래픽 량이 낮거나 비용을 최소화하려는 경우 또는 상호 호혜적으로 상대방 시설을 이용하는 경우(예로 망 장애 발생 시)상호 신호전송에 대해 정산처리를 하지 않을 수 있다.둘째,정액요금 보상을 받을 수 있는데,보상 수준은 관련 비용의 분담 원칙에 따라 STP/SPR 제공업체가 협의하여 결정한다. 셋째, 상대방을 위해 처리한 신호 트래픽 량에 따라 보상을 받을 수 있으며, 이 경우의 보상 수준도 비용의 분담 원칙에 따라 STP/SPR 제공업체가 협의하여 정한다. 다만, 트래픽 량에 따라 보상 시 비피크 시간대와 피크 시간대를 구분하여 요금수준을 달리할 수 있으며, 상호 합의한 트래픽량 까지와 그 이상의 트래픽 량에 대해서 다른 요금수준을 적용할 수 있다. 트래픽량 정산의 단위는 STP/SPR 제공업체들이 메시지 단위 또는 옥테트의 배수 단위로 결정할 수 있다. |

There are three options for international accounting for the use of STP/SPR in Signalling System No.7 as indicated below. First, Where signalling traffic volumes are low,and/or to minimizes costs, and/or facilities are made available by STP/SPR providers on a reciprocal basis(for instance in the case of network failures), STP/SPR providers may decide that no accounting will be necessary in a signalling relation. Second, with flat rate remuneration approach, STP/SPR providers are remunerated for the facilities provided on a flat-rate basis. The level of remuneration will be determined by the STP/SPR provider on the basis of an apportionment of the associated costs. Third, with traffic volume remuneration approach STP/SPR providers are remunerated based on the volume of signalling traffic handled for others by their STP/SPR. The levels of remuneration will be determined by the STP/SPR provider on the basis of an apportionment of the associated costs. Additional options under the traffic volume remuneration may be, distinguishing off-peak signalling traffic and peak signalling traffic, up to an agreed volume at a specified charged rate and a different charge rate applicable to signalling traffic above the agreed volume. STP/SPR providers may decide to establish their remuneration requirement either per message or based on a multiple of octets. |
