This technical report points out the current status and problems of video surveillance systems operating in public infrastructure and outlines the need for anomaly detection-based video synopsis technology. Accordingly, the detection technology and synopsis video generation technology for abnormal events occurring in the public infrastructure will be described. An anomaly detection-based synopsis video generation framework suitable for the public infrastructure will be designed. Then, experiments are performed based on the designed synopsis video generation framework, and additional techniques and methods for efficient synopsis video generation are described.
