This report mainly presents the technical issues on cause for photosensitive epilepsy which is based on research results for broadcast guidelines and video monitoring studied in Japan where photosensitive epilepsy was actually happened and the careful study results of photosensitive epilepsy mostly on technical aspects performed in U.K. Moreover, this report analyzes Recommendation BT.1702 studied and published by ITU-R SG6 in 2005 which proposes the guidance for the reduction of photosensitive epilepsy seizures caused by television.
