일반적으로 특수문자라고 명명하는 영역은 한국산업규격인 KSX1001:2004 기준으로 1152자이며, 국제코드규격인Unicode 9.0.0 기준으로 발음기호(Phonetic Extensions), 화살표(Arrows), 라틴문자보충(Latin-1 Supplement) 등 전체영역1,114,112 자 중 한글, 한자, 기본 영문 라틴을 제외한 모든 글자가 한글글꼴 시각에서는 특수문자가 될 수 있다.

방대한 Unicode 기준으로 특수문자 제작 기준 안을 정한다는 것은 (시장에 유통되고 있는)상용 한글글꼴 제작과 무관한 영역이 많고, 또한 말라이어, 몽골어 등 잘 모르는 외래어에 대한 기준제정은 의미상 표준규격을 벗어나는 것임으로 영문 라틴 영역의 특수문자와 한국산업규격인 KSX1001:2004 규격이 처리하는 범위 내의 특수문자 디자인 제작 기준 안을 정리한다.

또한 실제 한글 글꼴을 개발하는 글꼴제작사 또는 글꼴디자이너가 쉽게 활용하고 접근할 수 있도록 KSX1001:2004 코드와 Unicode 9 코드를 함께 나열하여 개발과정에서 혼란이 없도록 정의한다.

본 표준에서 정의하는 특수문자 제작 가이드 규격 내역은 문자의 한글이름 및 영문이름, 코드 값, 사용 용법, 글리프 모양의 특징, 글리프 위치, 해당 문자와 연관된 참고문자들이다. 이 들 중 영문이름 및 참고문자는 Unicode 9 Guide에서 제시한 내역을 기준으로 한글 번역하였을 때의 혼란을 막기 위하여, 영문 그대로 정의한다.

영문 내용요약

In general, special character area at KSX1001 : 2004 Korea Industrial Standard contains 1152 characters and International Code of Unicode 9.0.0 specification such as Phonetic Extensions, Arrows, Full-Latin characters, Latin supplements (Latin-1 Supplement) contains 1,114,112 characters.

It means that all Unicode characters may be a special character from a Korean perspective. So we should handle this standard at limited area within KSX1001 : 2004 standard.

For the font developers and font designers who are familiar to KS standard, we should listed with both the KS code and the Unicode 9 code and minimize confusion in the development process

This standard provides the followings:
- Usage of the characters
- Hangul name and English name
- Code value
- Glyph-shaped features of the glyph position
- Reference letters are associated with the character.

To avoid confusion, English name and reference letters are defined as English.
