이 표준은 자연 재난 및 사회 재난이 연계되어 발생하는 복합 재난을 대응하기 위한 복합 재난 시뮬레이션 요구사항 및 인벤토리 구축에 대한 요구사항을 포함한다.
기존에는 개별 자연 재난 및 개별 사회 재난이 필요로 하는 인벤토리를 별도로 구축하였다. 하지만 요즘 발생하는 재난의 유형은 날로 복합화되는 추세여서 개별 재난별 시뮬레이션 결과의 활용도는 떨어지고 있다. 따라서, 국가적 차원 또는 지자체별로 특성에 맞는 복합 재난을 위한 대비가 필요하다. 이를 위해 지자체 특성에 맞는 복합 재난 시뮬레이션이 필요하고 이 때 적용할 인벤토리는 시뮬레이션 결과값의 신뢰도 확보를 위해 동일한 기준으로 구축되어야 한다.
본 표준은 지자체별 위험성 평가를 통해서 특정 지자체에서 발 생 가능한 복합 재난 시나리오를 도출한 상태에서 활용하기 위한 것으로, 복합 재난을 사전 대비하기 위한 복합 재난 시뮬레이션 요구사항과 복합 재난 시뮬레이션 시스템의 인벤토리 구축에 필요한 핵심 요구사항을 포함한다.

영문 내용요약

The standard involves the requirements for complex disaster simulation and inventory compilation to cope with complex disasters resulting from the combination of natural and social disasters. In tradition, separate inventories were compiled for each individual natural and social disasters. While the types of disasters are becoming increasingly complex, the simulation results from traditional processes are underutilized. Therefore, the preparation for complex disasters is essential and necessary, especially considering national and local characteristics, and the inventory should be compiled on the identical basis to ensure reliability of the simulation results. The standard is intended for use by local governments to derive combined disaster scenarios for complex disaster simulation scenarios by assessing local hazard assessment, and also include the requirements for complex disaster simulation in preparation stage and the core requirements for inventory compilation of complex disaster simulation systems.
