이 기술보고서는 원본 영상으로부터 왜곡되어 최종 시청자에게 제공되는 영상의 체감 품질을 인지 영상 품질로 정의하고 이를 분석하기 위한 기술들에 관해서 설명한다. 원본 영상의 활용 수준에 따라 전 기준법, 감소 기준법, 무기준법이 있으며 이 중 공공안전을 위한 멀티미디어 서비스에서의 영상 품질 분석 기술 활용도에 대하여 설명하고, 대표적 으로 사용되는 무기준법 알고리즘들이 공공안전 분야에서 활용하기에 부적합한 이유와 이를 해결하기 위해 여러 가지 상황을 가정하여 인공지능 기반 모델을 생성하여 성능을 평가하는 방법과 그 결과를 설명한다. 마지막으로 이러한 결과를 통해 기술 발전방안, 공공안전을 위한 활용방안, 그리고 표준화 추진방안에 대해 기술한다. |

This technical report defines the perceived quality of video distorted from the original video and provided to the final viewer as perceived video quality, and describes techniques for analyzing it. There are FR(Full Reference) method, RR(Reduced Reference) method, and NR(No Reference) method according to the utilization level of the original video. Among them, the most suitable NR method in multimedia service for public safety is described, and the limitations of representatively used non-reference algorithms in disaster situations, and how to evaluate performance by generating artificial intelligence-based models assuming various disaster situations to solve them, and the results are explained. Finally, through these results, we discuss technology development plans, utilization plans in disaster safety communication networks, and standardization promotion plans.
