It is including high level policy to design e-Navigation shore-based infrastructure such as service oriented design, human centered design, information oriented design for layout, standardized interface and open architecture of system between components, harmonized technical description, quality control system design, separated manpower for operation and system development and optimization, allocation of manpower.
