본 표준에는 e-내비게이션의 구조를 이해하기 쉽게 설명하기 위하여 육상과 선박 및 무선통신시스템이 동전의 3면과 같음을 설명하고 IMO가 MSC 94차 회의에서 채택한 e-내비게이션의 주요 구조(NCSR1/28, 부속서 7, Figure 1)에 관하여 설명한다. 이 그림에 의하면 e-내비게이션은 선박과 육상이 무선통신에 의해 정보를 교환함에 있어 육상 시스템과 선박시스템의 구조와 함께 사용자에게 어떠한 경로를 거쳐 서비스가 제공되는지, 정보와 데이터의 경계에 따라 기능적 서비스와 운용적 서비스가 어떻게 나누어지는지를 잘 표현하고 설명하고 있다. 어떠한 방법으로 구현하는지는 설계자와 제조자의 몫이지만 육상 시스템의 상호 운용성을 보장하고 특정한 육상 시스템에 관계없이 모든 선박이 모든 육상 시스템으로부터 공통적으로 필요한 e-내비게이션의 목적 달성을 위한 서비스를 제공받기 위하여 필요한 기능과 시스템구조를 정의하고 상세히 설명한다. 또한 시스템엔지니어링 측면에서 사용자 요구 사항이 어떻게 끊임없이 추적 가능하게 전달되는지를 설명한다. 상위 표준에서 설명한 육상 지원 시스템의 요건을 충족하기 위한 실재 설계 방법에 관하여 기술한다.

영문 내용요약

This standard includes description of how to implement harmonised shore-based infrastructure. The overarching components of e-Navigation are ship, shore-based infrastructure and communication system and their relationships are like 3 parts of coin. The very descriptive figure of e-Navigation(NCSR1/28, Annex 7, Figure 1) which is adapted in MSC 94 session of IMO is presented well about functional and operational service as well as data and information level. How to implement is depended upon manufacturer, but shore-based infrastructure should keep interoperability between shore based systems to provide common and effective services. In the view points of system engineering how to deliver user needs with keeping seamless and traceability are described including design method to satisfy the requirement of high level strategy expressed in IALA Recommendation 140 on Architecture for Shore-based Infrastructure 'fit for e-Navigation' Edition 2 May 2015.
