The standard introduces the process of developing S-100 product specifications. It is not intended to enable those unfamiliar with S-100 to develop product specifications as it requires specialized knowledge of data modeling. The standard draws on Appendix A of IHO S-100; references should be made to that document for a more detailed description of the process.
