Standard Operation Guidelines for Web Accessibility Quality Certification

이 표준은 「지능정보화기본법」제47조(장애인·고령자 등의 정보통신접근성 품질인증 등) 및 동법 시행령 제37조(정보통신접근성 품질인증을 위한 인증기관의 지정 기준 등)에 근거하여 과학기술정보통신부장관이 지정한「웹 접근성 품질인증기관」의 웹 접근성 품질인증 업무에 관한 사항들을 기술한다. 이 표준에는 「웹 접근성 품질인증기관」에 대한 자격조건, 웹 접근성 품질인증 원칙, 절차 및 기준, 웹 접근성 품질인증 수수료 산정, 인증심사원 관리, 사후 관리, 문서 관리, 보안 관리, 고객 관리가 포함된다.

웹 접근성 품질인증제도 추진 근거법률(지능정보화기본법, 2022년 7월21일 개정)개정과 기술심사 기준인 “한국형 웹 콘텐츠 접근성 지침2.2”(KS X OT0003:2022, 2022년 12월28일 개정, 방송통신 국가표준)의 개정, 그리고 인증심사(전문가심사,사용자심사) 개정 사항 등을 반영하였다.

This standard is based on Article 47 of the "Framework Act on INTELLIGENT INFORMATIZATION" and Article 9 of the Enforcement Regualtions of the same Act, and government Notice “Designation of Web Accessibility Quality Certification Authority and Notification on Quality Certification”. According to the standard, nationally designated web accessibility certification bodies conduct the same review process, In addition, to provide a foundation for receiving a web accessibility certification mark that can be trusted by private companies and organizations, step-by-step compliance from the receipt of the audit to the issuance of the certification, the audit environment and method and detailed audit guidelines are described.

The revision reflects the legal basis for promoting the Web Accessibility Quality Certification System (Intelligence Information Act, revised on July 21, 2022), the revised technical evaluation criteria in the "Korean Web Content Accessibility Guidelines 2.2" (KS X OT0003:2022, revised on December 28, 2022, a national standard for broadcasting and telecommunications), and the updated certification review process (expert review, user review).
